This report provides an overview of county health services and programs across the traditional silos of medical care, behavioral health, and public health. Given the shifting landscape of health care delivery now underway, the report emphasizes the core health responsibilities counties assume and the arrangements counties typically use to meet those responsibilities. The report also highlights many state and federal policies affecting county programs, including some that are pending or in process, to provide a context for monitoring the ongoing changes counties and county health programs are likely to experience in the months and years ahead. This report provides a snapshot of county health services with program and policy details subject to change as the health care landscape in the state continues to evolve. This report has information as of July 2015, except as noted.

The report includes CalSIM 1.91 estimates, which use California Health Interview Survey data, on the percentage of the state's current uninsured and the estimated number of its uninsured population in future years.
